why do people (men) notice you more when you wear a skirt, but not when you wear shorts? I mean, more or less the same amount of leg gets shown off, there isn't much difference, so why is a skirt so much more noteworthy than shorts?

I think it's the way skirts sort of flip and bounce when you move.
