who do you think i write to about traffic lights?

department of transportation? the state DOT seems like the best choice.

could be a county equivalent, but it would probably be more difficult to contact them. and if it's in town the city may have jurisdiction over the light. if you start at one level, odds are they'll tell you where to go next. "that's the county's traffic light, take it up with them." one level will probably blame it on another level even if that's not the case--easier to deflect than deal with any problems :P

and, for the record, i have no experience with this at all, so if this is terrible advice/information...blame me.
