Flanagan's Law of Categorization

If you give a person N x M items, and N categories in which to put those items, they will feel psychologically compelled to put M items into each category, regardless of the plausibility of such categorization.

I think you are correct. It is human nature to want things to be even. I see this on Powerpoint presentations all the time. In an effort to create symmetry among several topics, minor points are elevated to the fully status of bulletpoint worthy just so the rows line up nicely.

This really could be a fun psychological test.
