Honestly, I'm probably a bit off Angie's List after the latest experience, but to answer your question you pay for a membership and then get access to the AL database. Sort of like a Yelp for home repair that you need to be a paying member to use. But given that the guy who did the floor was fairly highly rated and was really impossible to get proper quotes from, I'm just not so sure of the value of the service these days.
It's one thing to take hundreds of photos; what bothers me is my inability to delete most of them from my computer.
