*need help* with candelight vigil

hi mamie. not sure where to buy them in bulk, but when i've done them we cut holes in the bottom of paper cups and push the candles through so the cup will catch the dripping wax. and i've just used tall straight candles in the past so there's enough candle below the cup to hold onto.

I used these Jewish memorial candles once for a diversity vigil (or something...they were free, leftover from a 9-11 memorial event) and the wind blew them out rather easily. I find the paper cup method works, preferably ones with wax lining to prevent accidental fires.
