So I worked with a group of 8th graders (about 22) today. They had a half hour of "silent" reading before lunch. I put silent in quotes because they were anything but silent. You would have honestly thought I was a brick wall for all the good it did me to tell them to be quiet and read so they could answer the questions at the end of the story

I see nothing wrong with telling the brat to be quiet. It is his grade that he's sabotaging, but he doesn't have to take everyone else down with him.
If you really want him to stop bothering the rest of class, give him a writing surface and make him sit in the hall for a while. He still has the option to not do his work, but it is completely unacceptable to be a classroom distraction.
