This was something I discovered while writing a speech my first semester at Ivy Tech. It's called the Communications Decency Act, or CDA, and at one point defines indecency as "speech depicting or describing sexual or excretory acts or organs in a patently offensive fashion under conetmporary community standards." There's quite a handy article about it here. You may be especially interested in the section titled, "What is the Communications Decency Act (CDA)?" as it picks this phrase apart item by item in order to illustrate how ludicrous it is. Hope this was at least pertinent.
