There was a good article on this topic on astro.com.

I don't know anything about this 13th sign thing, but Vedic Astrology does take into consider the precision of the equinoxes. Which is why although Western Astro calls me a Scorpio, Vedic Astro tells me my sun sign is Libra. Currently the difference is about 22 degrees. So, any planet in the early signs of a sign in western astro would move back a sign in Vedic astro.
