And honestly, I thought perhaps he had fried someone else to beyond recognition so he could save Lt. Ross and hide her while they sorted it all out, but I think the "dental records" comment makes it pretty obvious that it definitely WAS Lt. Ross, even if the prison bracelet didn't completely confirm it.
Um, that's exactly what he did. And yeah, Roy's a pretty interesting character, too.
