I think that's a mistake. I think the pull to open only refers to that panel, in 'proper' police boxes there would be a phone there for the public to use to call the police (and we saw it in 'The Empty Child'/'The Doctor Dances'). The actual box itself would be locked and only accessible to the police. Whether that door should open inward or outward I have no idea.

And besides, the TARDIS can do anything it wants and go anywhere it wants but can't make the Time Lord it stole open it's door properly? Now that's stretching the bounds of credibility. ;-)

Two words: Parking Brake.

Seriously. If the TARDIS noise turns out to be the Parking Brake still turned on, then the door can get PUSHED, even if it says pull.
