I can see martial law being declared (or, at the very least, massive civil unrest) in some areas if this election is as close as 2000's.

It seems to me that, as you say, the foreign policy will stay the same.

However, I see the domestic policies to be signifigantly different because:

1. The Elite, which owns both candidates, is not really concerned with social issues as much as keeping the populace quiet so they tend to throw the figure-head du jour a bone here.

2. The one concrete statement from Bush that I know of is "Jesus loves you child, but hates faggots, sluts, and hippies."
