All major faction leadership in the city are NPCs. The vampire Master of the City, werewolves' Ulfric, White Council rep, mermaids' leader, the head of the Fifth Estate, and the head of Biodyne are all NPCs only and will make minimal IG appearances. Consider them literal agents of deus ex machina.
Vampires
The Master of San Francisco is an Italian castrato named
Diodor. He holds to the
old ways, but also adheres to the Council edicts against war between masters and keeping the vampires in his control from doing anything bad for business.
He is not a public figure and most humans do not know the name of the Master of the City, although the police and most supes do. He does not have an open door policy, so if you're looking for Diodor, you'll need a vampire to take you or some other high-level introduction.
His home is a mansion on Nob Hill, although the rumors are that it's what's under the mansion that's really interesting. But what do rumors know?

Werewolves
The Ulfric of San Francisco's wolf pack is a powerful werewolf named
Carl Stanislas. Carl is married to his lupa,
Odessa, and they are a true partnership. Carl owns a glassblowing studio in the Mission District, and Odessa manages its adjoining gallery. Carl and Odessa are available to help pack members, and both are "out" as werewolves.
Werewolf Population: ≈ 300
Mermaids
The master of the San Francisco Bay mermaids is a siren who calls herself
Tethys. She rarely deigns to take human form and come onto dry land, and she is a shrewd negotiator who has kept the waterways of the San Francisco Bay area much cleaner than they are in our universe. If you want to get cargo moved through the Bay, you must have Tethys' blessing or "accidents" will happen.
Mermaid Population: ≈ 500
Faerie Courts
The leadership of the Faerie Courts are detailed
in the faerie info posts. Briefly, there are three queens for both the Summer and Winter Courts, for a total of six. The wyldfae have their own version of an ad hoc leader, the Erlking.
If you wish to meet with a representative of the Faerie Courts, Golden Gate Park is one of your better bets. The Queens are unlikely to take interest in most of San Francisco's goings on when they have both the world and the Nevernever to concern themselves with.
Fae Population: Unknowable and very fluid
White Council Representation
Currently San Francisco has no resident Wardens, meaning that the only representation is any player character wizard who is a White Council member. Senior Council members should not be expected in play barring exceptional plot purposes.
Wizard Population: < 10 wizards, but many transients
The Fifth Estate
The leader of the Fifth Estate is... interesting. His name is Tim Young and word on the street is that he is at least 3,000 years old, although he's been running San Francisco's outcasts' faction only since May of 2009. He is irreverent, friendly, concerned for his strays, and makes a point of being accessible.
He and his companion,
Elizabeth Kee, can be found in Chinatown in the New Moon Restaurant. Speak to the hostess and you may or may not get an audience. You probably will; he likes people and finds them endlessly interesting, which is one of the reasons he makes a point of acculturating to whatever time and place he's in.
Contact the mods for a little more info on Tim before making in-game assumptions about meeting him. He has a trick or two up his sleeves.
Fifth Estate Population: Tim won't say, but estimates vary from 200 to 1000
Biodyne
Like a few of these factions, Biodyne answers to higher authorities; in this case the Senior Board of Directors and the current Chairman of the Board, Sir Alisdar Weatherton. These individuals are of equivalent power and reach as the Vampire Council in Europe or the White Council itself. The immediate leader of the San Fransisco faction is the Vice-President of West Coast Operations, Jenna.
Biodyne Population: In the thousands, but few would be considered actual faction members
