Is Glitz in on it too? Could explain why Mel bizarrely agrees to fly off with him at the end of Dragonfire, when to all intents and purposes they're chalk and cheese and liable to throttle each other within ten minutes of liftoff. Perhaps they disappeared to work further on their diabolical plan to harass and destroy the Doctor... but failed to get back to him before the series cancellation in '89.
