FYI, a hurricane hit to the gulf states was/is listed by FEMA as the #1 threat to our country. Terrorist attacks landed at #2. International wars weren't in the top 10. The Army Corps of Engineers told him in 2001 that the levees needed to be built up to withstand a category 5 hurricane (since a hurricane down there was the #1 threat to homeland security). However, he cut their funding by over 50 million dollars in 2002 to put more of the "homeland security" funds towards the war with Iraq.
So, the levees were only built to withstand a category 3 hurricane, and some pumping stations were never upgraded.
Also, the Gov. DID order an evacuation. But with over 20k people in New Orleans under the poverty line and with no means of transportation, how were they supposed to get out...walk 100 miles?? That was FEMA and the National Guard's job to get them out, knowing they had no way of self-transportation. And we all know they didn't show up til a week AFTER the storm hit. Who should have sent them in? You guessed it. Our lovely president.
