Basically it's a big plastic name tag. I'm at UC Davis, and almost all the school horses here have them. I personally hate the way they look, but we aren't allowed to take them off. :-/ But I guess at a place with a large number of horses and an even larger number of riders, including many beginners who can't really tell all the horses apart otherwise, it probably cuts down on a lot of confusion.
