Okay, since I'm back to my good old insomniacal self (is that a word?), in the immortal words of Bill Maher, it's time for New Rules:

Rule Number One:  If the people at the EPA or Homeland Security or NAMBLA or whatever the name of that Federal Agency that doesn't do a damn thing if your city is struck by natural disaster want us to take those
