From a broad numerical standpoint, yes, it's black folks doing most of the murdering. But in terms of finding a solution, I think it's oversimplifying to divide this strictly by race. Just going strictly by the numbers, there are a couple million black folks in NYC and perhaps, at most, a couple thousand actually committing murders or likely to do so. Some additional people could be considered enablers of the violent culture, either out of sympathy or outright fear of retaliation, but to say this is a "black culture" problem presumes that black culture is monolithic. There really needs to be a distinction of subculture here. Even class is probably too broad, because despite the violent culture swirling around them there are still families trying to stay out of it as best they can and keep their kids from getting involved.

Whites in New York are peaceful now, but they weren't in the mid-1800s. Irish immigrant mobs were pretty busy rioting, murdering, and looting back then. Then there's the Italian mafia. I would like to study how ( ... )

Asians look different too, and yet, they're not killing each other.

You know the result of all that Irish & Italian (and quite a few eastern European offenders) violence? Strict immigration controls were passed in the 1930s, which lasted until '65. That gave an entire generation time to assimilate, to improve themselves without the constant pressure of more desperate immigrants breathing down their necks.
