While I agree that it is pretty retarded, have you ever talked to someone w/ a really think accent from say... The deep South? My god, I can hardly understand a word they say sometimes. So, I could see some value in it in a sense, but it is a waste of time and money.
I agree with your point, but they were talking about "BLACK" people. Not people from "the deep south". This is the town I was born and raised in, and although I can see how they came to that reaction, I still find it appalling.
Seattle isn't exactly the most diverse city in the world either, but at least to me it seems that people around here understand alienating an entire group of people (whatever your intentions) is uncalled for and only serves to widen the divide between you and them.
Reminds me of the South Park episode about conjoined-twins-myslexia-awareness-day.
