So Lollipop would probably head upwards as well. Partially because she is a curious candy but also partially because I would love to play with you in actions and suchlikes, if you are willing.
Lollipop never did know when something might be a bad idea. With a mind so open her brain often fell out, figuratively speaking, Lolli's common sense was nigh on nonexistent. As such, she had immediately decided to investigate the situation, despite her lack of knowledge or experience. She flew over the smoking ground with little difficulty, her wings making mesmerizing whorls in the dusty air.
Even for Lolli, this place was weird. Not that hovering cities weren't nifty, mind, but cities that were threatening not to hover any more were distinctly less so. When her gaze fell upon another investigator, her face broke into a wide smile and she waved enthusiastically. Lollipop dropped her altitude till she was about ten feet from the ground and spoke, her voice cheerful and her sky blue eyes glittering with the simple joy of meeting someone.
He looked no different from any other man. There was no halo, no glow, no wings on his back, but unmistakably, at least to those who would be able to tell at all, he was an angel of heaven. Otherwise, he’d have a much harder time getting up to this sky city! Not to mention getting back down again.
It was hard not to recognize Lollipop from what he had heard over the radio. She didn’t hide any sign of her divinity at all, and he found her.. somewhat peculiar. Angels did not behave as she did back where Cas came from. Where she was bubbly he was the exact opposite. Not that he wasn’t pleased to meet her, but he rarely smiled and seemed to be accustomed to a neutral expression.

It does still appear to be hovering.

I'll look around.
If it can't be fixed, I don't know if it'll be hovering for long.
