People fall in and out of love. You might say it to someone and really mean it at the time, but then maybe a week later feel like you made a mistake. But at least you let that person know how you felt at the time, thus making their life a little more meaningful.
This reminds me of the Sex in the City episode where she asks "How many great loves can one have in a lifetime?". The answer is as many as your heart can hold.
in my opinion people who fall in and out of love so quickly arent falling in love as much as maybe falling in lust or infactuation.... to me that makes more sense, but again tahts just my feeling on the matter.
are all three words really that meaningful? i mean 'I' and "you" we use those all the time. surely they can't be that profound. but love? we use that all the time too, i love tempura, i love the weather, i love red shoes, i love y...spending time with you. people through that around all the time, the i love you riff. i dont know if theres a specific time table for when you can use it, but im sure if you just start like a week after you go out, its not real love, but it could become real love? who knows. point is, i said i love you to a girl in 4th grade. i didnt. i havent said it since, but you know, i heart you is always good.
You ask about love as if there is one single answer that covers every aspect of it. There are 3 kinds of love mentioned in scripture(<--- ooooh bad word, I know, I know): eros, erotic love; phillia, brotherly love; and agape, unconditional love. Everyone looks for unconditional love, but often settle for a different kind.
