Do you have the jpg set to minimum compression when you save it? Also, since it's type, I'd try maybe doing the lettering in Illustrator (or its open source brother, Inkscape) and then saving it as a .png. You lose a lot of quality with type by working directly with it in Photoshop. Even importing the file from Illustrator to Photoshop might help, though it'll still degrade a little when it rasterizes.
