It's really hard to put into English. Maybe, if we're looking for a person that does stupid/clumsy things but is loveable, "dork" comes close? Even though that doesn't enclose the "crybaby" aspect...

Yeah, but it's not Himaruya making up the word "Hetalia" in fact. Well after all he adopted it.
I'm afraid "Hetare" doesn't really include doing stupid/clumsy things or "dork" actually. Because people who are intelligent or strong can be easily called as Hetare too if they couldn't show those abilities when in emergency situations. It's really hard indeed. "Crybaby" could be the nearest one in one word, I guess.

The direct translation to portuguese would be really offensive too, It's hard to describe the name without making it sound like Italia is really useless and a burden to the others. Not the kind of...useless, like he is in the series...

Thank you for this information! It's very helpful to understand. Stuff can get pretty lost in translation and intent. The main comm got pretty scary, you're lucky to have stayed away from it. I think it's calming a little, but I still worry.
