This surely has to rank as a crazy idea and an easy way to increase gun crime????

Well know that back in the 90s there was a bank in Michigan that gave a free rifle to anyone that opened an account of $250 (130 pounds at that time) or more. The offer was given down to kids of ages 9 or older since a 9 year old an own and use a hunting rifle in that state.
