alright, for ur lappy something u should look for
212mb - 1gb ram
around 80 gb hard drive
and at least a 2.5 mhz processor
and if possible make it have a dvd burner and a good enough graphics card
something like that would cost u in the least 699
or a bit cheaper idk
just shop around on random websites of electronic stores and such

or if u wanna get something real good, get a new apple, they now run windows also so ya there quite cool and if u wait long enough leapord (i think its called ) will come out and its gonna be awesome

Just get a $500 Dell POS machine. You won't get any more out of it from spending more.

The specs the guy up a couple comments up left were, interesting.

For what you use a computer for, get this:

Intel Celeron (1.6-2.2 Ghz) (Centrino Chipset)
Built in Wi-Fi (included in centrino)
512 Mb of RAM
80 Gigs on the HDD should be fine
DVD read / CD burner or DVD burner
You can find a loadout like this every once in a while for < $500.

Processor clock speed means nothing. The fastest processor on the market now is 2.66Ghz (Core 2 Duo Extreme) and is over twice as fast as a 3.8Ghz P4.
