The phrase I remember is "extending the life of the dial-up user base" - therefore on the Google search it must be the "Speedy dial-up service competes with broadband" article. (And the Google search also nitpicks my memory.)

Saw it in the local evening paper, the Buffalo News.

Now off to cope with ridiculously cute great-nieces some more. (Great-nieces. I feel *old*.)
