A point of information, the charges from the Fletcher Allen scandal stemmed from lying on the Certificate of Need(CON) application not from IRS filings. The CON is a state process whereby any healthcare expenditure over X dollars, I forget how much, is subject to review by BISHCA, the state agency in charge of regulating banks, healthcare facilities, and insurance companies. The federal charges came about due to the fact that Flecther Allen gets federal dollars through medicare.

To clarify my post, if you read the story on the Free Press on 10/14 they raised many questions about the board and Tarrant's handling of the information they had about the situation. That alone made me wonder if some wrong doing may be going uninvestigated. Coupled with my jury experience where we were told outright that many crimes must go uninvestigated due to lack time and resources, I'm still curious.
