I'm not really the type for joking around. Trust me, if the City let you come and go as you pleased, half of the residents here... Frankly wouldn't be.

So, who controls this place? A monarchy? Or is it a democracy?

As far as I understand, it's all controlled by local-level deities, although they've out-sourced parts of the City's law enforcement.

So there's no sort of heirachy or caste system other than these deities?

Not as far as I can see. Some people use their respective skills to their advantages, but it all balances out.
