As for your friend, he or she has to get a university degree before trying to apply to the JET programme because they want adults with higher education. Other than that, I don't think I would have to recommend anything because it really depends on the city that your friend is applying to. All consulates have their own idea of what they want to see in hiring future JET participants, so I don't really know what I can suggest other than your friend can't be a flake who wants to party it up in Tokyo every weekend and make the programme/hiring city look bad.
