It is pointless to seek to "punish" anyone for their actions. Even in early childhood, the idea of punishment ceases to inspire fear. Rational adults will make decisions according to their own motives and desires, knowing full well that consequences may ensue. Not all of them.

In my experience, if you find the most heinous -- those who abuse the rest, manipulate and control -- and remove them, the other problems take care of themselves.
