She exists inside the Time Stream, and that is a paradox in and of itself. As the Guardian of Time, she is all knowing and yet unknowing at the same time; past, present, and future, she lives it all at once. There will always be a her who has been through and seen it all, but there is still a her that can only vaguely sense what will be and what is happening at a split second before her 'now' changes yet again.
As the daughter of Chronos himself, time flows through her veins as surely as blood does and she cannot escape the knowledge of all that threatens to pull her apart. The only way out is to step through the Gate of Time she guards and become part of the 'now' that exists on the other side. Even then, only the current version of herself would be free from the knowledge of what will come; the her that lives in all time at once would still be standing at the Gate.
She is-was tempted to do so when her beloved kingdom dies. When the Silver Millennium flares brightly for one last moment before vanishing into dust she can only stand at her post and watch, remember, and pray. Some part of her will live through this moment forever and she cannot stop it, even with all of her knowledge because she cannot leave her post. It is one of the Three Taboos set down by her Queen that she must never break.
"Pluto," Queen Serenity's voice sounds-sounded out, "there are three taboos you must never break: you must never leave your post, you must never travel through time nor allow others to do so, and you mustn't stop time."
Pluto knows she will break them, has broken them, is breaking them.
And at a point in time, the Taboos are broken one by one, until only one remains. When all time stops and the last and biggest Taboo is broken, her Queen's words echo in her head.
"If you should break this Taboo...Pluto, if you break that...you will destroy yourself."
