I'm still wishing you good luck with the job search! I know it hasn't been going so well these past few months, but with all the things you're mentioning here happening practically all of a sudden, I'm hoping that this will be the big turnaround.

I started doing small book reviews a little while ago. It's amazing that some publishing companies will give out free review copies to people who agree to post about their products online, really. With the company I've partnered with, I'm under no obligation to say anything good. Just one book at a time, free to me so long as I read it through and post my review in at least 3 places. Not too bad!
I haven't heard of that before, but it makes sense -- if they're a small publisher, then they probably have a marketing budget to match, and if people are willing to do that then it's a relatively cheap way to raise awareness of their books -- and if I'm looking at reviews on Amazon, I'm more likely to trust several people saying the same thing than just one. (As much as I go by those, anyway.) Small-scale buzz is certainly better than none at all.
If people were obligated to give good reviews, the the number of people interested would probably drop significantly -- and the reviews themselves, whichever way they go, probably help to give them a better idea of what to publish and what to pass on.
