I think it's a little disingenous for him to say that this isn't partisan and that both parties have tried to govern on the cheap. The Democrats only half-heartedly stopped expanding spending on this stuff when "cut taxes" and "no new taxes" by the GOP started causing miserable losses for the Democrats. Every single damn time anyone but the most incredibly charismatic Democrat has even suggested being responsible on this stuff, they get lambasted by the National Taxpayer's Union, The Chamber of Commerce and all of the other mouthpieces of the GOP's anti-tax wing.
Yeah, you're probably right. Coleman is known in the Twin Cities as a left-leaning columnist and I'd guess he's trying, even if pathetically, to avoid inevitable attacks of excessive partisanship on this issue. But, as you point out, this really does seem to be a partisan issue in that Republicans are guilty of underfunding on a much larger scale.
