Well, if it's tall dead grass, it can be a fire hazard, I think. Although I don't know if it's any less of a fire hazard if it's down on the ground, not being mulched or anything.

It might possibly have been 2" tall before, I almost think it's counter-intuitive to fire prevention to mow it when it's so dead and dry and short and not growing at all.

Seriously, they could know nothing about lawn care. That doesn't do any good to a lawn. I know, my family does their own landscaping.
