I am reminded of that scene in "The American President" when they are bombing whichever country it was because they bombed the Capricorn Surface-to-Air Defense thing. After the president gave the order, it was clearly weighing heavily on his conscience. One of his advisors, trying to reassure him that he did the right thing, mentions that it was a "proportional response". The president's reply: "One of these days, someone will have to explain to me the value of a proportional response."
