The way I read this news (in another paper) was that you could claim back UP TO what the treatment would cost in the UK.

So, if any of you are thinking of going to, say, Germany, to get treatment in a nice, clean, properly-staffed hospital (where the hospital's emphasis in hiring is in the provision of Clinical Staff to treat the patients, rather than on hiring Administrators to jump through the hoops demanded by a succession of Monetarist politicians intent on destroying the NHS), with private rooms etc, you will ONLY be able to claim back the costs up to what it would cost in Britain.

Similarly, one could not go to, say, Romania, get fully treated ‘on the cheap’, and then make a profit on the treatment by claiming back the full UK cost.
