People don't actually think this show is a high-quality production, right? It's enjoyed for its camp value, right? Well, that and it's fast-and-loose sexualities.
I didn't watch the first season, and I'm watching this one on BBCA, so I'm always a couple episodes behind (last weekend was Dead Man Walking aka 2.07, I think).
I'm having fun with it, sure, but I'm still a little head scratchy about its massive cult appeal.

As for Torchwood itself, yeah. I'd say it's not a good show, it's a fun show, and I think that's the general opinion of it. That is to say, I think the assumptions in your second paragraph are correct. I think it is also being watched by every queer person and every slasher on the planet. On some Doctor Who board the other day someone posted a link to some gay website's top 10 best/most visible/most innovative/whatever gay or bi fictional characters ever and half of Team Torchwood was on the list. And that's the kind of thing that cult appeal is made of, no?
If anyone does take this show seriously or as seriously good I would be interested to know how they manage to do that. The mental gymnastics involved in equating quality TV with blowfish driving sports cars... Must be impressive.

Yes. This is what I figured. And this is why I'm watching, after all. There is a certain enjoyment to the soap opera of it all, isn't there?
