Yeah, you can buy pre-made houses, or you can build your own from the lot. Although they have neighbourhoods that are already set up with stories and such, like one neighbourhood is "Veronaville", and there are the "Capps" and "Montys", and you have to try to get Juliette and Romeo to stay together even with their family constantly hating on the either. It's so cool!

And I have no idea what the cheats are, but I'm sure there are some.

We have only the basic Sims which doesn't allow you to do much as far as relationships go. Once, I tried getting this man to fall in love with this woman by removing all the doors so he couldn't escape. It didn't work though, he just got really angry and really ill!
