Are real writers awarded the Bulwer-Lytton?

Because I've always been suspicious of authors whose turnout is exactly one book a year. I have also been suspicious of those authors whose characters' names seem strange to me, personally. And the name of Myron Bolitar, a character from Harlan Coben's books, just rubs me the wrong way. And then there's the first sentence of Coben's "Darkest Fear
