Get out your Romanian phrase book and English/Romanian dictionary and do your level best to talk to people. You'll find that some of them know some English, but are shy of using it with you unless you show them how bad you are with their language and they want to communicate. And you'll pick up the language far faster than you think you will if you use it. Spend time with your host family, too. Again, chances are they're shy. You have to make the effort.
