well ole tommy boy is an alien, so she's at least half. and yeah she does look like she's wearing a wig. he was probably like "kate, we have to have a wig made for her so she is the baby with the most hair EVER!!" that's why we haven't seen her, they were having the wig made from the fine hair of asian orphans.
