From UWW:

-Johanna Mason: a friend from Panem. During their time in the Underworld, they got over the fact that in her time, he's already dead, and from her he's learned that his death is imminent and close at hand, and that his wife is also pregnant.

-Jack: someone he met in the Underworld. She's rude and abrasive, but he happens to like her brand of crazy. It reminds him of Johanna in a lot of ways.

history:
Finnick's Wiki

personality:
At first glance, Finnick is an incredibly good looking, charming young man. He's smarmy. He enjoys flirting and puts his sexuality out there. He knows exactly what to say to a woman and how to say it. He has no problem with being flirtatious and confusing people around him. But upon a further glance-or at least, once you get to know the real Finnick-it becomes obvious that this is all a ploy. It's a perception that he's been forced to adopt. It began when he was first a Tribute in the Hunger Games, and when he won, it was a cloak he had to keep wearing or face the punishment of it.

In reality, Finnick is incredibly broken. It's bad enough that he's been a winner of the Hunger Games-a completely brutal and televised game show that pits two children from 12 Districts against each other in a battle royale type of situation. Only one can survive to become a winner-but after he won, he was used by the President of Panem as a prostitute. He killed during his Games, being only 14 at the time, and while he seems to be one of the more “stable” winners, it's clear that underneath his seductive charm, he's never quite gotten over the things he's had to do or the things that he's seen.

A big part of his motivations is his love for Annie, a fellow Tribute from his District. He learned early on that if he didn't do exactly as he was told, the people he loved would be killed. Have sex for money or secrets? No problem, because it kept Annie alive. But it's also because he wants to give her a better life. He joins in on the rebellion against the Capitol because he knows that he and Annie will never be safe otherwise. In general, he cares a lot for the people he does happen to be close with, including another fellow Tribute-Mags-who was his mentor when he was in the Games. After she sacrifices herself, he has a small breakdown.

Another part of his motivation is just his belief that the world they live in is wrong. He joins up with the rebellion with what seems to be relative ease, even promising to protect Katniss-who is the symbol for the rebellion-at any cost. While Annie remains his primary objective in his life, after she is returned to him safely, he pulls himself back together, trains to enter the war, and even accompanies Katniss into the Capitol to bring the government down. He believes in what he's doing, and he believes in her.

One of Finnick's coping mechanisms is making complicated knots. Being from the fishing district, he had to learn at a young age how to swim, fish, and make nets. Knots calm him down and keep him busy for hours at a time, especially when he's reaching a breaking point. He can often become moody and withdrawn, during these breaking points, generally uncaring about his own life. However, when he becomes determined, he is definitely determined. He just needs to have good motivation for it beyond his own existence.

abilities/powers:
For the most part, Finnick is your average human. He's pretty strong and well-muscled, since his district is all about the fishing industry. He's an excellent swimmer, can fish, and is very good at using a trident. Knots are also one of his specialties, and he knows how to use nets with great proficiency. Together, his spearing and netting is a deadly combination, and what he used to win the Games.

first person sample:
You know, there's really only so much a man can handle in these circumstances. [Despite the grim words, there's a grin on the face of the man in the camera, charming really.] One moment, I'm underground, and the next, well... You can understand my confusion. Have the gods decided to trick us again? I'd rather take the candy rain.

[There's a pause as he glances around.] Johanna, if you're not here... [His charming smile falters for a second, and a darker expression crosses his face before he runs his fingers through his hair and turns the feed off.]

third person sample:
“Hell.” The word sat harshly on his tongue, floating around his mind as he sat down at the end of the dock, watching the boatman row away. They didn't know what hell was, didn't know the truth behind it. He'd been to hell already.

Finnick knew hell very intimately. This place? It would be like a vacation.

His fists balled up, unclenched, and then he searched his pockets for his rope. Thankfully, he packed it before leaving District 13. His fingers picked at it with ease, wrapping it around them as he weaved complicated knots. A vacation. No.

This was place was just another kind of hell here to torment him, a hell he couldn't escape from. A grim smile twisted his face. It was a permanent arena, and he couldn't escape it, and he couldn't find Annie. Just the thought of her twisted his stomach in worry and fear and need. But if he couldn't get to her, maybe she was better off. She was in District 13, and he believed in Katniss, believed she could kill Snow and protect his wife from ever having to be a victim to the Capitol again.

That none of them would be.

He undid the knot, began tying a new one, another pattern, another way to be caught.
