Apparently the "battery removal not resetting the BIOS password" issue is a bug that is fixed in a BIOS update. The one I have applied is the latest BIOS update as of now is here. I think the fix is actually introduced in update F.0D. Maybe. It's hard to tell when the entire description of what the BIOS update does is "BIOS version F.0D adds the ability for an administrator to remove the Power-On password.". Does it mention anything to do with the CMOS battery or what happens if you don't have this update? Hahahahano.
Thank goodness that HP aren't completely incompetent; because there's a way of installing BIOS updates even if the BIOS is corrupted (which in this case it essentially is). I used the instructions at the bottom of this page along with a USB floppy drive bought online for a tenner, then after that performed the careful battery removal process all over again, and it is fixed! Yay!

Free HP/Compaq and Fujitsu BIOS master password and Hard Drive (HDD) master password, they also do this for HP, Compaq, Acer, Toshiba, Sony, IBM/Lenova and Samsung laptops and desktops.
