It's traditional for Iwa men to wear their hair long, so it's a bit of a pride thing as to why he hasn't shaved the other side, yeah. He might be hoping that the burned side is healed enough by the wedding that he can do a comb-over type style so that he doesn't look strange. Shaving is probably a last minute decision. Yeah.
