Luxuria makes up the large central area of the city, and is the home to what appears to be an eternal party. Bored? Have nothing to do? Something is always going on here -- and chances are, you'll find places that offer you anything and everything you might ever desire.
Lusty Lady: A seedy place where the scum of the city hang out for a show. If you're looking for boobs with no attachments, then that's the place to be. It's decorated in a gaudy Vegas-style, and a cloud of cigarette smoke seems to perpetually hang over it.
Paradis Strip: A wide Vegas-like strip full of casinos, brothels, and bars, owned by the Hirata family. The main attraction here is the huge casino building, Paradeisos (slot machines, blackjack, poker, craps, roulette, round and round and round she goes) and the grand hotel beside it, Pairidaeza (king-size beds and complimentary bars, spas, an indoor pool, room service, it's paradise for money). Taylor Adams is a casino dealer here.

This is the place to go in the city for food, drink, and everything in between, whether you're looking to eat out or to buy groceries. And this is the place to find orphans and homeless of all kinds -- they flock to the Luce-run soup kitchens here -- and the dumpsters are overflowing with leftovers for those that can't afford to be picky.
Baratie: A small but popular pastry shop, known for its fantastic creations, its celebrity clientèle, and its proprietor being especially generous toward women. Owned by Serge L'Amoreux.
La Varia: A very large and very successful upscale restaurant that serves a variety of European (and specifically, Italian) dishes. There's a waiting list for tables at this place miles long -- if you're not either Luce or famous.
Mitsurugi: An oriental-themed tea-shop (EXPAND ON THIS SHAHNI?). Owned by Ken G. Edgeworth.
One Stop Shop: A slightly run down general store that isn't really a general store, more a place you might go if you just needed to buy a newspaper or a sandwich or a packet of cigarettes. Or perhaps if you wanted some information and/or an opinion on something. Run by Paul Smecker.
Osiscia: A popular bar for both young and old, a place for the blending of people who usually don't get together, owned by Luine Moretti. Secretly aligned with Penombra; commonly known for helping out the poorer people in the area when possible.

The section of the city that holds everything business-related. Office buildings, the gigantic public hospital, department stores -- everything that can be bought and sold legally (and possibly more) can be found somewhere here.
Building 606: A typical office building, largely occupied by the city's main accounting firm. Though ultimately owned and controlled by the Luce, many of the employees are neutral (or possibly even rebel) citizens; people employed here are low-to-mid-class white-collar workers. Gregory Jones and Leon Simmons work here under Marcus Estrada.
Eden Garden: A small bookstore, owned by Shimizu Shun. Secretly aligned with the Penombra, but not actively so; will provide shelter or assistance only in an emergency.
NYBN Station: [pending]
Police Headquarters: Central offices of the NYPD. Other smaller stations exist around town but this is where most of the officers are. Probably most efficient as well due to tireless work of the Chief of Police Yamaguchi Jiro. Nicholas Wright works under him as a Detective.

Acedia contains all the public schools and universities in the City in one great mass. The private school system is quite good -- but the less wealthy (and the non-Luce-sponsored) have to make do with what they have, and it isn't much.
Kanzen High: A private high school, sister school to Konzen. Steep academic or monetary requirements to get in. Overrun by delinquents and gangs, but subtly.
Konzen High: A public high school, sister school to Kanzen. Overrun by delinquents and gangs, but overtly as opposed to subtly.
Reyes Academy: The largest -- and arguably the best -- elementary school in New York. Largely funded by Septima Luce, Damien Reyes, who sometimes visits to encourage the children's interest in science.
Tasei University: New York's biggest and most popular college. Run by the Luce, but everyone can attend.

Once known as the Storage District before the arrival of several gangs, the section of the City nicknamed the "War-Zone" seems to be the setting of an eternal turf war. Those unable to defend themselves are cautioned to stay away.
Abandoned Carnival: Centuries-old rust and creaking steel, empty funhouses and broken-down rides, arcade games staring out with blank screens and shattered lights, a gate with a faded sign that once held a name: it's something out of a nine-year-old's nightmares. Only new stuff around is the occasional splatter of blood from the small gangs that fight here -- and maybe a body or two, left to rot with the rest of it.
All Saints' Church: An ancient but well-kept cathedral, complete with towers and spires and stained glass windows. It's one of the few places in Ira that isn't constantly the site of a gangfight and serves as somewhat of a sanctuary for the wounded. It's said that there's a curse/blessing on the church grounds: those who fight on it tend to mysteriously disappear.
Mortuary: City Morgue, place where all the dead bodies go, located conveniently close to Project Pandora. Looking for a dead body? Chances are, it's here. Justinian Prame, mortician/coroner.
Project Pandora: The most (in)famous fight club in New York. In the words of its owner: "Biggest fight club in all of NYC. You want a good fight, you come to Project Pandora. Blood, pain, death, you pay, I provide. Long as you listen to the rules. One, when you're inside, Luce and Penombra are just names. And no one gives a shit about your name. Two, when you're inside, you're either in the ring or out of the ring. Don't want to bleed? Don't go in. And three, when you're inside, you're inside. Cell phones, laptops, PDAs, nothing. There is no real world. Understand?"

The mostly sectioned off, less urban area that serves as home for most of the Luce and some of the wealthier non-Luce. There are actual trees here, and patches of grass that aren't artificial; it's a section of home straight out of the century before, and there's nothing like it anywhere else in the city.
The Krichevskoy Mansion: Big, dark, and spooky, like something out of a horror flick. It's not haunted or anything, but it's got its share of cobwebs and rats and things that go bump in the night -- mostly because it's been pretty much empty for a long time.
The Richmond Residence: Elegant, expensive, and well tended, it's everything you expect from the insanely wealthy. Of course it's got it's share of oddities, like the double thick bullet-proof windows, some of which have decorative bars over them. Whether they keep people in or out is the question though.

A massive group of buildings serves as the headquarters for the Prima Luce. Securely guarded and completely inaccessible to most, Superbia also holds most of the weapons/technology production facilities, and is the home of NYC's standing army.
