I really like this story. You've brought the reader into it in the middle and you've done a nice job of filling in only some of the details. What we don't know is what keeps the tension at a high level...something I really enjoy because I have no idea where you're going with it.
Keeping this in Sylar's POV also works to not only bolster his own arrogance, condescenion, unspoken regret, but the uncertainty of what is unfolding around him. He sees how people see him but he can't say for sure what is going through their minds. There are scraps of volatile emotion here and there and a very powerful disconnect that keeps him on one side, away from everyone else, while still having him be right in the middle of it all.
I love the way you've rendered this particular world. It's stark and scary, everything and everyone is on edge yet there's as much a threat from within as there is from outside.

Thanks. I actually tried a new writing style in this one and I actually like it a lot so I'll probably continue using it. It makes the story seem mysterious. :)
