Sadly that's got nothing to do with html-or xhtml or css or xml.
It's the host of the database, which is raw guts, going down, and has nothing to do with the website itself, which is just an interface.
That's why you only get that error could when you search something, i.e., engage that database. (It doesn't happen when you visit the homepage, or click an internal link, like a tab for librarians, or booksellers, or whatever.)
The short fix is to work with the host to make a friendlier error page pop up. Something more intelligible, like "Sorry, our database is momentarily unavailable." Then if that works, add links to that friendlier page-say, to the new blog, where at least you'll be able to read the latest titles, or to other pages on the site, like New LIt Gen, etc.
It further doesn't help that the host is in another time zone. So when it's goes down each night, on the east coast and where the host is it's late, but here on the Pacific it's 8 o'clock.
