Yes, I'd pick black and white with a fast enough shutter speed to make it sharp, but slow enough to give the raging waters a frosty effect.

maybe if you got really grainy colored film; you know that lovely colored look circa 1970? that might work to capture the swirling water of filth and the sharp contrast of his soon to not be clean clothes.
