Prior to having the rules of this city imposed upon me, I, personally, found the act to be somewhat barbaric, but it provides a basis by which all may fear retribution.
The purpose of such a punishment is not to teach people morals, but to prevent them from breaking the rules again. After all, if one is no longer alive, one cannot break rules.

Not really. Because it's not just about the action, it's about the motives too. It's never good to kill, no matter what the motive, sometimes it's just the lesser of two evils.
