(This is fic based off Torchwood's Children of Earth, so obviously there are spoilers for that main plot-wise. No Torchwood characters are currently being used. This will be in a few parts. While this isn't a verse, I'm using characters from her main verse in it. Dean is

"Wait. Run that one by me again?"
The Chief took a breath and looked over at 99, reluctant to discuss it with her. "The governments, ours included, have begun implementing plans to-"
"No." 99 shook her head. "No. Actually, I was being facetious. Just tell me, where do they get off?"
"Chief, they can't really be-"
The Chief held up his hand, silencing all the outbursts. "We're not questioning it. We're not alarming anyone. This is something they want to do quickly and swiftly-"
"You're stealing children from their mothers!" 99 jumped to her feet, yelling. "How the hell do we not question that?!
"We're not doing anything, Agent 99. This is above our heads. We've been asked to supervise and assist as needed. They're gathering the groups by the large cities, including D.C. They don't want it to look like anyone is shielding their own children from the selection."
The room was in an uproar, and 99 was shaking her head, laughing bitterly. "Right," she said as the noise calmed down. "I have a real hard time believing any kids of senators, or any of the President's chief staff will be picked up. But what about us? What about my kids? Do I have to worry about them?"
The Chief wouldn't look her in the eye anymore. "The bottom line is we, as a world, give in to this threat or we're all gone."
"Then I say blow us all away." 99 shrugged. Others chimed in with agreement.
"This is our job. We're here to protect our country, and-"
"Screw our country." 99 turned and walked off, ignoring the calls from The Chief that she come back. She stalked to her office and grabbed her jacket, then started going through her desk. The Chief came in after her.
"99, I know-"
She grabbed a picture frame from her desk and held it up to him. It was roughly a year old, from one night that the family went out for ice cream. Maddie was smiling up at the camera with the twins on either side of her, holding up devil horns behind her head. Behind the three Dean held little Angie, who was shoving a cone into her father's face. "This is what I fight for, Chief. This is what I've given decades of my life for. I've missed out on this, because I've been here, doing what's right. Now they want to take it away from me? Just like that?" She pulled the picture from the frame and shoved it in her pocket.
"Look, whoever isn't in this is free to sit it out. But we can't let word out on what's going on. Everyone in this building is still sworn to keep matters discussed here quiet. I'm saying it to you now, and I'll say it again out there. Go home, but don't start anything. It'll only cause riots and chaos." He took a step closer and placed his hand on her shoulder. "This is one we can't fight."
99 looked into the Chief's eyes and she was disappointed. This man had been nearly a father to her, and he was defending this entire ordeal. "I can fight for my family," she said quietly. "That's what I can fight."
"Be careful, 99."
She nodded and turned to her desk to empty herself of all of her CONTROL weapons and gadgets, and lastly her phone. She turned back to the Chief. "I won't be back," she said. Then she walked past him and straight for the elevator.
She didn't say any goodbyes or pause for any last looks. There wasn't time. She felt betrayed and heartbroken by the country she had given so much to. Before her family, back when her career was on the line, she chose her country over her life. She transformed herself on the outside and lost a part of herself that she'd never have back. She let go of family and friends for good. She became someone else because what she was doing was right and good. And now that same government wanted to strip parents, maybe her, of their children and offer them up to aliens as sacrifice. She understood that it was the British government that really got them thrown into the hot water, but she still expected more.
99 was done with her government, and as far as she was concerned, she didn't care if the entire planet burned. If her children were going down, she was going down with them, fighting to the end.
