Homosexuals as foster parents

Larry Phillips voted for the amendment to Senate Bill 6 to ban gay, lesbian and bisexuals from being foster parents.

FOSTER PARENT DISQUALIFICATION. The department shall require an applicant who is applying to serve as a foster parent or a foster parent whose performance is being evaluated by the department to state whether the applicant or foster parent is homosexual or bisexual. If the applicant or foster parent states that the applicant or foster parent is homosexual or bisexual, the department may not: 1) allow the applicant to serve as a foster parent; 2) place a child with the foster parent; or 3) allow a child to remain in the foster care with the foster parent. Notwithstanding an applicant's or foster parent's statement that the applicant or foster parent is not homosexual or bisexual, if the department determines after a reasonable investigation that an applicant or a foster parent is homosexual or bisexual, the department may not: 1) allow the applicant to serve as a foster parent; 2) place a child with the foster parent; or 3) allow a child to remain in foster care with the foster parent.

Representative Phillips,

I am a constituent from Sherman currently attending the University of Texas at Austin.  I am very disappointed to see that you voted for Talton's amendment to SB 6, which Representative Hupp called "not workable."  CPS is desperate for foster homes willing and capable of providing a loving and stable environment for children.  I know I don't need to mention that even homosexuals are citizens of this state and this country and deserve the rights that other citizens have.  Passing legislation which bans them from being foster parents is legislating hate and prejudice.

It is my hope that Rep. Hupp will strip this amendment from the bill in the conference committee, if only to save the state from the *huge* fiscal note on this amendment.  I hope you will represent my feeling on this matter but supporting taking this amendment off of Senate Bill 6.  Thank you.
